أهمية التحول الرقمي وتطوير خدمات التعليم الجامعي تكنولوجيا: تجربة كلية الاقتصاد بجامعة بنغازي في الدراسة عن بعد لمواجهة الازمات بليبيا

الملخص :
لا شك ان دور الجامعات مهم جدا في استكمال العملية التعليمية وتأهيل الافراد للمضي قدما في حياتهم العملية لاحقا، وهذا الدور تأثر بما يعترض البلاد من أزمات كانتشار فيروس كورونا وأيضا بعض المشاكل الاجتماعية كالإضرابات وغيرها.
وهنا يأتي دور السياسات المتبعة لاستغلال التكنولوجيا قدر الإمكان وحسب ما تتوفر من إمكانيات لمواكبة واحتواء هذه الظروف. في هذه الورقة سنركز على شقين: الأول أهمية التطوير التقني في التعليم العالي بصفة عامة، والثاني ستستعرض الورقة تجربة كلية الاقتصاد خلال فترة انتشار الفيروس وفترات الاضراب لقطاعات ذات صلة بالجامعة، ونقوم بتقييم الكيفية التي حاولت بها إدارة الكلية تعديل سياساتها لمواكبة التطورات تنتهج الورقة أسلوب الإحصاء الوصفي في دراسة التجربة الليبية مستخدمة بينات واحصائيات نصف سنوية.بينت الدراسة ان تجربة كلية الاقتصاد في مثل الظروف الاستثنائية التي مرت بها شكلت خطوة مهمة لتجاوز الازمات التي كان ممن الممكن ان تكون عائقا يحول دون الطلبة وتحصيلهم العلمي، حيث تضمن التحليل ان معدل نمو في اعداد الطلبة رغم الظروف وأيضا التغيير النوعي في طرق التدريس، بالإضافة الى ضرورة العمل على توفير ما يلزم بداية من البنى التحتية كتوفير الكهرباء، وخدمة الانترنت، ووصولا الي التقنيات الحديثة التي من شأنها تطوير العملية التعليمة مثل منصة Moodle, وبرنامج Turnitin لضمان مستوى افضل بالتعليم العالي بليبيا.

The Importance of Digital Transformation and Technology in Education: The Experience of the Faculty of Economics at the University of Benghazi in Distance Learning to Confront Crises in Libya.

Abstract:
Universities have an important role in helping individuals accomplish the educational process to be qualified in order to move forward in their working lives later, however, this role has been affected by the crises facing the country, such as during the spread of (COVID-19), and strikes. Therefore, policies adopted by the universities were critical to managing and dealing with these kinds of circumstances. They started to exploit technology as much as possible, according to the available capabilities to cope and contain these conditions. This paper has two main parts to focus on: First, is the importance of technical development in higher education in general, second, is to review the experience of the Faculty of Economics at the University of Benghazi during the period of the pandemic of (COVID 19) and periods of strike in sectors related to the university.
The paper examines and evaluates how the college attempted to modify its policies to cope with developments. The experience of the Faculty of Economics in such exceptional circumstances as it went through is an important step to overcome crises that could have been an obstacle to students and their academic achievement. The paper follows the statistical descriptive method using semi-annual data of students who registered at the faculty. The study showed the positive impact of using distance learning during the study period, analysis revealed a growth rate in the number of students despite the circumstances and a qualitative change in teaching methods. In addition, one main conclusion is the need to improve technical supplements and at the overall education level, starting from the basics such as electricity and internet and Moodle, Turnitin and other related technical facilities to enhance education in Libya.
